General instructions for Miscellaneous Services
Applicants, while submitting applications for all kinds of consular services may submit only notarized copies of Passport and address proof. No originals are required to be submitted. However, for death documentation the passport in original of the dead person must be presented. The rest of the directions may please be seen in the relevant links of the respective services.
The Embassy / Consulates reserves the right to reject attestation of documents, the contents of which are objectionable or contrary to the Rules."Please note No Commercial Documents are attested by the Embassy / Consulates. The same should be apostilled from US Government Authorities for presenting in India."
Apostille Convention: The Hague Convention, to which India and USA are signatories, abolishes the requirement of legalization for Foreign Public Documents. With the certification by the Hague Convention 'Apostille', the document is entitled to recognition in India and vice versa and no certification by the Embassy of India is required. The Convention applies to public documents which have been executed in the territory of one Contracting State and which have to be produced in the territory of another Contracting State.
The Embassy / Consulates does not attest any document issued by authorities in India. If any document issued by authorities in India such as birth and death certificates, affidavits, educational documents/diplomas, marriage certificate, Driving License etc. are required to be presented to authorities in USA, those should be apostilled in India. It is mandatory for the documents issued by the US Government authorities to be apostilled by the relevant authorities in the USA before presenting the document for attestation at the Embassy / Consulates.

No obligation to return to India (NORI)

Overview
- NORI waiver certificate is issued to Indian nationals to waive off two years of home (India) residency which is mandatory for all J-1 visa holders, as per US Immigration Laws, who wishes to apply for H1B Visa (Work Visas).
- NORI applicants staying in United States or any other country outside India are required to apply at the nearest Indian Mission/Post through VFS Global
- NORI applications for J-1 categories (Au pair and Edu Care, Camp Counselor, Intern, International Visitor (department of state use), Professor and Research Scholar, Short-term Scholar, Specialist, Student, college/university, student, secondary, Summer Work Travel, Teacher, Trainee) shall follow the following process:-
The following documents are to be submitted along with an ink signed application requesting for issuance of NORI:
- Original notarized affidavit containing full details of his/her visit to USA on student visa, especially, details of his/her Indian passport number, date and place of issue, period of stay in USA, his/her address in USA during his/her stay there and his/her present address in India where he/she is currently staying;
- Original notarized bio-data containing full details of his/her educational qualifications, details of Passports/J1 Visa, his/her present address in India where he/she is currently staying, etc;
- Copies of the Indian passports including the one on which the candidate travelled to US and US J1 visa pages;
- Copy of Third Party Bar Code page from the US State Department containing the applicant’s Waiver Review Case File Number required to be quoted in the NORI Certificate (For Details, Please visit https://travel.state.gov/content/visas/en/study-exchange/student/residency-waiver.html).
- NORI applications for J-1 category of Government Visitor shall follow the above-mentioned process after seeking clearance from their parent department.
- NORI applications for J-1 category of Physician shall follow the following the above-mentioned process after obtaining necessary clearance from Ministry of Health and Family Welfare.

Apostille Convention: The Hague Convention, to which India and USA are signatories, abolishes the requirement of legalization for Foreign Public Documents. With the certification by the Hague Convention 'Apostille', the document is entitled to recognition in India and vice versa and no certification by the Embassy of India is required. The Convention applies to public documents which have been executed in the territory of one Contracting State and which have to be produced in the territory of another Contracting State.
The Embassy / Consulates does not attest any document issued by authorities in India. If any document issued by authorities in India such as birth and death certificates, affidavits, educational documents/diplomas, marriage certificate, Driving License etc. are required to be presented to authorities in USA, those should be apostilled in India. It is mandatory for the documents issued by the US Government authorities to be apostilled by the relevant authorities in the USA before presenting the document for attestation at the Embassy / Consulates.
Note: Embassy / Consulates would continue to offer services like death certificates, life certificates directly to the applicants as per extant practice. However, in case the applicants wish to avail these services from VFS Global, they can avail the same as any other miscellaneous consular service from VFS Global on payment of the applicable service fee.

Processing Times
Case of Transportation of mortal remains would be processed on the same day, however, if unforeseen technical reasons occur, services can be delayed till those problems are resolved. For rest of the services, ten working days from the date of receipt of postal mail subject to submission of all requisite documents by applicants.
